Fixed an issue in the date picker where dates were shifted by one day for users in certain time zones when data-format="date" was used with values that included a time and timezone. The component now preserves the original calendar date (such as a patient's Date of Birth on referral letters and forms) regardless of the user's local timezone.

Issue: When the date picker component was configured with data-format="date" and received values that included hours, minutes, and a timezone offset, it would incorrectly normalize the date to the user's machine timezone, causing the displayed date to shift by one day for users in negative UTC timezones (e.g., UTC-5, UTC-8).

Impact: Patient Date of Birth and other date fields displayed incorrectly on referral letters and consent forms, requiring users to manually override the date.

Resolution: Updated the date parsing logic in DateTimePickerDirective.js to use moment.parseZone() instead of moment(), ensuring the original calendar date is displayed without timezone conversion when only date information is needed.

Testing Instructions for UAT: To verify this fix during User Acceptance Testing, testers should set their device timezone to a negative UTC timezone (e.g., UTC-5 Eastern Time, UTC-8 Pacific Time) as the issue only manifested for users in these timezones. Navigate to Patient Chart → Admin → Consents/Forms and verify that patient Date of Birth displays correctly on referral letters and forms without being shifted by one day.
